"Human trafficking" means "agency" so yes he is promising a crack down on the industry.

However, the article in the Winnipeg Free Press states:

Conservative leader Stephen Harper said a re-elected Conservative government would take further action to combat human trafficking and support its victims.

If his party is re-elected, Harper said he would renew the Human Trafficking Action Plan for an additional 5 years, establish new RCMP human trafficking teams in Toronto, Vancouver, Calgary and Winnipeg, double existing funding to help human trafficking victims reintegrate into society; and establish Feb. 22 as the National Human Trafficking Awareness Day.

"We need to do even more to keep young women out of the hands of predatory criminal gangs and make our streets and communities safer," Harper said in a statement made on Sunday.

"Human trafficking is not always visible to Canadians but it is all-too-present in our communities across the country," the Prime Minister said, noting that human traffickers are often organized criminal gangs who force their victims to participate in prostitution and other forms of modern-day slavery."


So there is more than a little "what I believe he actually must mean is" going on.

Aside from the facts that the RCMP has no jurisdiction in Ontario (municipal police forces and the OPP are law enforcement here) and the Federal govt has no jurisdiction to prosecute criminal code offences here, Fuji has a watertight argument. :frusty:

So there is more than a little "what I believe he actually must mean is" going on.
And the police in Canada have routinely used the phrase "human trafficking" to describe operations comprised only of consenting adults.

When justifying the law they speak of cases such as this article, abusive pimps, underage girls, violence. When applying the law the definition is far broader.

Even the article contains weasel words: "human traffickers are often organized criminal gangs who force their victims to participate in prostitution". And often not?

The police certainly have the manpower to arrest loads of clients if they choose to. So far they have chosen not to. But it is not for lack of manpower. Arresting clients who respond to online escort ads would be like shooting fish in a barrel: very little effort, lots of arrests and convictions. It would take a day or two of effort by a couple of officers to set up a sting and net dozens of perps.

We are fortunate that the municipal and provincial governments and police chiefs we have now are more liberal then the federal government.

Harper has only one testicle, but he will win the next election with a minority, perhaps to be toppled by a sour Trudeau-Mulcair cabal. Bill C36 will be ignored by LE for the most part. Ottawa and the various provincial Attorney Generals have an unspoken understandig to let sleeping dogs lie for the foreseable future.

Actually it more comes down to local sheriff's. Most of the stings involve local who are either dealing with direct complaints or are padding stats before an election.

As we don't elect our law enforcement I don't see it happening. I don't think I've ever heard of a federally or even state mandated "war on prostitution". More of occasional activity.

You're projecting what happens in the USA to up here. Apples and oranges.

If Harper is back in power, what has changed between now and after the election for people to think that there will be greater crackdown by c36? OP is either paranoid or trolling.
