The problem with your scenario is that ISIS is not a nation to bomb. They are guerrilla warriors and terrorists. Their nukes will be sneaked in, not launched within ICBMs.
But they are a nation, and that is how they are funding their operations now. They even have a capital city Reqqa in Syria. Take their territory and their funding drys up to a large degree, and their ability to operate gets reduced substantially.

Israel has shown itself to responsible, not fanatical, yes. Absolutely. And Israel is a democracy with civilian control of the military, therefore a more stable government. As we have seen in several Arab nations dictatorships that remain in power through fear and oppression, such as Iran or Syria or Libya, have a tendency to collapse into civil war and chaos.

So there are numerous reasons to prevent brutal dictatorships that sponsor terror and are run by religious zealots from getting nuclear weapons.

Very fucking obvious reasons.

Nuking Mosul or Reqqa wouldnt harm the Islamic State the way that nuking Tehran would harm Iran.

The Taliban are no friends of IS, that negates a Pakistani bomb. That leaves Kim Jong Un, if there was even a hint that he would do so the Chinese would take him out or he'd be vaporized by a Widowmaker.

The previously unpublicized case is one of at least four attempts in five years in which criminal networks with suspected Russian ties sought to sell radioactive material to extremists through Moldova, an investigation by The Associated Press has found. One investigation uncovered an attempt to sell bomb-grade uranium to a real buyer from the Middle East, the first known case of its kind.

Of course that may help to explain the sudden emptying of the middle east countries outside of Syria.
You do have a point, maybe they know what's coming but than tha doesn't make sense if they're target is the U.S. It wouldn't make a difference if they are still there

How many 'trapped' civilians in Regga?

I don't think we can just carpet bomb that city to solve the problem.
