Cause it would have cost the city more money just to get rid of it.

They would have had to commission an internal study, then go to the street for an environmental assessment, then hire an engineering firm to oversee the moving and prepare a tender to sell the thing to the highest bidder, blay blah blah.

Would have cost the city a million bucks just to get rid of it.

They should have scrapped it 3 or 4 years ago when scrap iron had some value to it.

Now, it's going to cost money to scrap it.
Wait a minute. They couldn't garnish the business owner's bank account? (Also, why do you need an environmental report if there's only salvage value? Sell it to a scrap yard and collect something - better than nothing, no?)

Thank goodness it wasn't designated a "heritage property" or we would be stuck with this thing forever.

As far as turning it into a cruise ship, I heard that there are sex parties on these boats. Nah, couldn't be true.

As what a target?

Hopefully the tub doesn't decide to sink in the Welland Canal!
They missed that boat (so to speak), when they could have added it to Chretian's sub fleet.

Add Captain John with those old British subs...They would be lucky to conquer Toronto Island.

I think was part of John's problem because it was a de facto property with permanent hook-ups to electricity and water and didn't have an engine.
