As for the block heater, if you made it through last winter (the coldest 4 months in Toronto on record) then you shouldn't have a problem without one.
Cold weather is just another reason to get naked under the covers with your SO or a SP, your choice.
Block heaters have little if anything to do with starting. They do have a lot to do with facilitating fluid movement. -28 with windchill presently. Car sitting overnight will have metal to metal contact for a lot longer than in the summer. Block heater reduce wear and tear on ones motor by heating the fluids directly or indirectly.I haven't had or used a block heater in 20 years. The last time one of my cars refused to start up was last August, and it was a balmy 25* in the morning.

FYI I have had two cars fail to start. Both in hot weather.
