Open up your pocket book Toronto, taxes are poised to jump 3.2% under the city’s proposed 2015 budget.

But that spending plan is contingent on city council’s approval in March and an $86-million contribution from the Ontario government.

John Tory delivered his first budget Tuesday morning, proposing a property tax hike of 2.25%. That hike would boost the $2,596 property tax bill paid on an average home — one assessed at about $525,000 — by $58.66.

But it doesn’t stop there.

The Scarborough subway levy adds an additional 0.5% to the tax increase, which translates to $13.04 on the average bill. That brings Tory’s increase to 2.75% — or $71.70 for the average homeowner.

Provincial assessment charges add another 0.45%, or $11.49 to the bill, bringing the total proposed increase to 3.2% or $83.19 for the average homeowner.

“These budgets balance the need to invest in services and infrastructure to support today’s residents — especially our most vulnerable people — while still keeping Toronto affordable,” he said.

Tory promised during the election campaign last fall that he would bring in taxes at or around the rate of inflation. The city’s rate of inflation sits at 2.6% according to Statistics Canada, compared to the national average of 1.95%.

Tory claimed victory during the press conference, flanked by his Budget Chief Gary Crawford and City Manager Joe Pennachetti.

“(This) will help Toronto families keep more of their money in their pockets,” he said.

The big winners under the city’s operating budget are the TTC, the city’s shelter and housing support services and the Emergency Medical Services.

Transit funding will be boosted by $34.5-million. The budget would add 181 shelter beds and new facilities built to help homeless youth and women to the tune of nearly $8-million.

The city will also beef up its compliment of paramedics, hiring 56, to accommodate increased call volumes.

“I believe these investments are critically important,” Tory said. “Just as I believe we need to carefully watch how we spend our tax dollars.”

But Tory’s plan counts on the province delivering $86-million in funding. Ontario Finance Minister Charles Sousa released a statement offering a $200-million loan, but no out-right grant.

“When the City recently came to us with a request for financial support, we proposed to offer a line of credit for up to $200 million, secured by land holdings owned by the city,” Sousa said in the statement.

Tory’s spokesman Amanda Galbraith confirmed the mayor’s office would accept the offer “in principle” but negotiations continue.

Another challenge that could await Tory is the spending freeze budgeted for the Toronto Police Service, which enters contract negotiations with officers this year.

The budget introduction Tuesday marks the beginning of a consultation process which will wrap up when city council finalizes the budget on March 10-11.

It clearly states that 0.5 percent is from the previous decision to go with the subway(something I agree with and will pay for)

And 0.45 is the province on another tax grab disguised in the city tax.

It's not just Tory bringing it in. It's council and the province as well.

Oh and BTW imho it's a good budget. I agree with most of it.

You of course again withhold any sort of opinion/assessment. That would involve engaging in a bit of critical thinking. Heaven help you should form your own opinion!

1) Cancel the 0.5% taxy levy for the BDL Gravy Train and stick with the Master Agreement. Not only will that save Torontonians +$2billion it will also provide the most cost/benefit service delivery mode for the replacement of the Scarborough RT.

2) The budget will cost the average taxpayer well over a $200 increase in 2015 when service and user fees are factored in. Apparently a +7% increase equals a less than 2% increase in Tory's and Butler1000's world.

3) To fund Tory's leftie largesse a $86million market rate loan is required. So much for an 'actual' balanced budget and good ole fiscal conservatism.

And you know what? Adding back the $86m the bankrupt Liberal Government refuses to grant the actual tax increase is close to 4%.

Thats why you should have voted for Ford. He would have never allowed the province to get away with stealing money like that. Tory happily accepted the endorsement of Liberals during the election. Thats why I didnt vote for him.

So good that we finally have a mayor who understands budgets. Ford was a disaster who lied about everything.

Boodog wants the city to spend billions and billions on a boondoggle subway yet he thinks it should be free. Rising taxes IS Fords legacy. The city was never going to be able to manage without raising taxes, and will be doing so for the next decade.

It took Rob Ford 4 years to find supposed "efficiencies".. These services that Tory is talking about bringing back/adding all sound necessary (or at least badly wanted). How do you expect to pay for these things without raising taxes? You think Rob Ford left savings on the table? Why the fuck would he have done that?

Either way your attempt at putting this on Kelly is beyond asinine. Kelly had his additional powers for less than a year... Apparently you figure Rob Ford was waiting until year number 4 to get the real savings started??? Get real buddy.

Lets see. Fords tax hikes - despite his promises were 2-2.5% and that 0.5 subway tax was his doing. Funny that you weren't complaining about tax hikes the past 4 years.

My taxes didnt go up under Ford, first time ever, and my services weren't cut. There's not much to cut any way cause public unions do so little. Hudak said it best, "they won't be missed". They just refuse to leave.

Budgets like this, will only bring back Rob Ford into the race for mayor next time.

They can spin this budget any way they like, but the more they talk, and more details come out, how will it convince anyone that this is not another tax and spend type of budget.

Tax and spend is what got this city deep in debt, and is what got this province in a fiscal bind.
