The cops aren't stupid. They are going to wait until the first of the year to enforce this just so they can arrest all of those "perverts" that tried to out wait them to avoid arrest.

However, they work off policies and budgets and plans that won't suddenly be rewritten on December 6. It will take weeks or months before some departments even decide what their response will be, let alone assign officers.
