Toronto police Chief Bill Blair is recommending the police service have its budget frozen in 2015 and the number of uniform officers reduced by 43.
If the board approves the freeze, it will be the first time in 10 years the police budget has been flat-lined, assuring an early political victory for John Tory, who will be sworn in as mayor on Dec. 2.
It’s an annual fight for the city’s mayor to try to control police spending. This year the budget has ballooned to $1 billion. In the past, Blair asked council to increase the police budget, leading to a highly publicized showdown with Mayor Rob Ford. That’s something it appears Tory will now avoid.
“Mayor-elect Tory would like to congratulate city staff, the Toronto Police Services Board, senior management of the Toronto Police Service and the Toronto Police Association who have worked collaboratively to deliver this great result,” spokesperson Amanda Galbraith said in an email.

Doubt the Feds will ick in cash. That would set a risky precedent. But if they really wanted to, they could divert RCMP resources easily. Trafficking is a high priority item, after all, and its nature lends itself to federal involvement.

All that needs to happen is one or even better two highly publicised busts of two major high profile mp or incalls to put the fear of g@d in everyone, johns and owners\ pimps alike, to have the desired fear factor effect in the upcoming election year. No major sweeps which would require increased budgets need to happen for the new bill. Also LE vice squads require a certain amount of vice to remain active and justify their budgets. Prostitution gives vice part of their "raison d'etre", clamping down heavily on store front prostitution has reduced the vice budget in places like York Region.

I know for a fact that members of "other" government law enforcement helped out vice in the late 90's. I knew someone in one of the "other" areas of LE who would go to strip clubs and report findings back to vice. I think they were looking at dancers that were offering more than dances.... not sure as I only listened and did not ask questions.

I hope the bad economy and the constrain of govt funds keeps them from acting. This will cost billions to enforce.

I think they need to cut at the rate of attrition, maybe 100/year. Not lay off any cops but don't replace retirees or those who resign.

I am not implying any cure for the world's oldest profession any means, just a major correction in the current business model.

Of course it won't go away, but a couple of major John sweeps would dramatically change the industry. People would change their behavior to try and avoid arrest.

I wasn't much in the game during the Eat Beaver Creek days, but isn't that how they shut down the EBC area? They cracked down with a handful of raids and arrests and the place went away and died.

To get around C-36, agencies should hire a Paid Duty Officer when they're operating.
From my observations of these officers at construction sites, this means he will stand around doing absolutely nothing all day.

In fact, I believe that Blair would have asked for additional funding if Doug Ford were Mayor citing the PanAm Games and additional measures that need to be taken.

All the execs at City of Toronto are relieved that Ford Nation's tenure is over. The gravy train will be back in full force. Heck even the City manager who was scheduled to retire in December 2014 is extending his stay to April 2014 (PR says it's per Tory's request but I am sure that there was no hesitation on his part).

Sometimes, RCMP, OPP and local LE also do collaborate at times as well on this subject, especially when there is pressure from the Feds, which might be expected going into an election year. I think a showcase bust before next summer, somewhere in Canada is not unreasonable.
