My understanding was that Nunavut was created by splitting up the Northwest Territories, and that the land which is now Nunavut was previously part of Canada. My answer to CC's question would be Newfoundland.
The answer is Nunavut, as the Northwest Territories were dissolved and a newly incorporated territory of Nunavut was formed and immediately joined the confederation of Canada
