I define an aircraft carrier as a ship capable of accommodating aircraft for take off and landing with the ability to transport, store and maintain aircraft. STOVL ( short take off / vertical landing ) and VTOL ( vertical take off and landing ) are not considered aircraft carriers as they generally are not capable of long term deployment and or full maintenance capabilities.

At this time, the USA has only 10 aircraft carriers. One is out of service for refitting in dry dock. The USA may have 19, but only 10 are in full operational condition capable of long term deployment. Aircraft carriers in reserve, mothballed or used as training ships or do not have a full crew compliment are not in full operational readiness.

The answer I gave is out of date, as Spain has taken one of its aircraft carriers out of service due to budget cuts, while Italy maintains two aircraft carriers.
Within the last 12 months France has put 3 aircraft carriers back into service to have a total of 4 aircraft carriers in full operational readiness but expects the Charles de Gaulle to be taken out of service within the year for overhaul.
