As I recall this was in the lower Gulf of California (Mexico). It looks to me that they are going the same sort of thing as dolphins and porpoises surfing with the boat.

They are playing, they obviously have the speed and size to demolish the boat in a heartbeat if they chose to.

If they'd wanted to do damage they could have, and I believe the captain of the boat didn't want to do something which would injure them.
