Sounds more like someone gave him a pipe to drag on during a blotto party outing, than him sitting back on a regular basis sparking it up as a recreational user. Even so. Good judgement is now out of the question, and that alone precludes him from continuing as Mayor. He should resign immediately.
That's a moot point now. His credibility is now completely gone, even among his most ardent supporters. He's all alone way out in the long grass now for sure...
He stated that he does not smoke crack and is not a crack addict. SPeaking in present tense, he did not lie. His admission is to smoking crack, maybe a year ago in a drunken stupor. Which may be what he did and is not a lie about doing it 'now' or being an addict.

Let's be honest here, for those on the left, if David Miller was caught smoking crack you'd defend his actions at all costs simply because of his political affiliation. Now that Rob Ford does it, and you hated his guts since day one, you rail against him like he just raped and pillaged an entire African village.
Is Rob Ford a crack addict? He's way too fat to be a crack addict. Go to Hamilton and you'll see what a crack addict looks like, they're paper thin and scary to look at. One of the biggest signs of a crack addict is loss of appetite and extreme weight loss, Rob Ford looks like he has a very healthy appetite to me. He smoked it once and made a mistake, I doubt he'll ever do it again, but based on his obesity we can definitively conclude that he's not a crack addict.
