There is a small island in the Indian Ocean called Reunion. While it is a territory of France it is recognized as it's own nation. It is also much smaller than Rwanda, Romania or Russia, the other countries that begin with R.

From Wikipedia:

"Administratively, Réunion is one of the overseas departments of France. Like the other overseas departments, Réunion is also one of the 27 regions of France (being an overseas region) and an integral part of the Republic with the same status as those situated on the European mainland"

It has the same status as St Pierre and Miquelon, off the coast of Newfoundland, and they're not a country, either. Rwanda is correct.
