Apple iOS version 6.1.3 breaks WiFi and Bluetooth

There are reports that the latest version of iPhone software will break the phone's WiFi and Bluetooth, although not right away:

Here we have 4, 4S and 5. No issue with any of them running the latest iOS.

I have 6.1.4 with no issues, on an unrelated note, was in Toronto yesterday - cell service sucks ass in the city.... What's up with that?
