It could be multiple factors
-Not having a credit card. All majors hotel that are reputable required one as far as I am aware.
-She may be escorting to pay out bills and her budget is really tight.Ottawa is an incall city, so outcall may not happen each night. Spending 150-ish$ on a hotel room and be in the red and not be guarantee that you will make your money is a bit nerve racking

For those talking about maybe renting a hotel room...there is some hotel (one downtown/east-end) and a fair amount in the airport area that I know of that have day rate .
