According to the info I have, France drinks the most Scotch whiskey by volume outside of the UK. It may be some sort of trade agreement between France and the UK. I find Cognac to be amazingly inexpensive in the UK, I am not sure about Scotch whiskey prices in France. It may also be logistics as it is cheaper to ship the Scotch whiskey across the channel than it is to send it to North America or elsewhere.
