This is an out-and-out lie. Prove it. There is no evidence to suggest this at all, and 11 years later, to be promoting this myth is wrong, dangerous and willfully blind.

Your second link mentions that, Napoletano backtracked on her idiotic statement by saying that she was "misunderstood". Which means that your even read the evidence you find. Is Canadian immigration perfect? No, but no country should blame another country for holes in its own immigration procedures. Even if they came through Canada, it's US immigration that is doing the screening. By the way, they came from stop offs after leaving Pakistan and one of them came through Canada.
