The mother and daughter are over 18, according to the criminal code there is no child abuse as both are adults.
The Criminal Code is not up to date IMO when it comes to incest:
155. (1) Every one commits incest who, knowing that another person is by blood relationship his or her parent, child, brother, sister, grandparent or grandchild, as the case may be, has sexual intercourse with that person.
Section 155 of the Criminal Code cover Incest and as you can see includes intercourse. If daughter and mother do not interact during their encounter with a client I don't see how the courts would consider this incest.
Legally, I don't think they're doing anything wrong, but morally is a different issue and we all have our opinions on morality, whether it be sex, or any other taboo subject in our society.

In a legal sense, it would not be abuse if the daughter is 18 and freely consents. Also sexual intercourse by legal definition must involve penetration. It only need be slight but it would not be sexual intercourse unless the daughters vagina, anus or mouth were sexually penetrated by the mother or the mother was sexually penetrated by the daughter
