Steaks are cut from roasts. Instead of steaks you just do roasts, so while you say x% is steaks, it is erroneous beacuse an animal is cut however you want it cut, your butcher will ask how you want your animal cut and he will let you know what he can get out of it. So it is personal preference as to how many steaks (%) or roasts you get from an animal.

This is all on average, a Grade A cow may yield 40% steals and roast, while a Grade D cow no steaks or roast are taken out of it and the red meat from the whole cow is ground up for hamburger.
