Take it right back to the moment of conception and make every man who could be* the father responsible for providing the necessities of life until the child reaches adulthood.
*NOTE: The 'could be' is deliberately chosen to apply to any non-sterile male who had intercourse with the mother during the relevant time-period. If someone can figure out how to make the true fathers pony up without force and without interfering in the motherhood they caused, then we could restrict it to them. If someone could figure out how to make them behave like responsible fathers all the way along, it's unlikely there'd be much of an abortion issue to begin with. Of course 'behave like responsible fathers' would mean passing bills to ensure every woman had ready access to birth control and sex education since before she 'needed' it. This is the only possible way to equalize the risk, and fairly attribute the responsibility of an unwanted, unforseen pregnancy that must be carried to term. Make the men carry their share of the responsibility.
If the bill was proposed by a woman, I suspect it would read somewhat differently.
