Actually NASA spent $0.00 on developing it, it was entirely a private venture by Fisher Pens. And if I recall correctly they let NASA have them for free just so they could get the publicity, but I'm not certain of that part.

No they paid for it, $1.80 in 1960s money. which is like spending $20 - $25 on a pen today. Other things like Rolex watches and Hasselblad cameras that went into space and were paid for by the US government, it would not look good to take freebies.
