As pleasant as it is to see young attractive women in bikinis, I think the antics orchestrated by both Vladimir Putin and Dmitri Medvedev as described in the article the OP pinpointed to demonstrate the degree of contempt these two have of the Russian electorate. Which is not surprising given that Russia under Putin have pretty much rolled back much of the democratic reforms instituted by his predecessor Boris Yeltsin and concentrated much of the political power to himself and his cronies, Medvedev included.
To be overly serious, as you probably know until now beer was not regarded as being alcoholic (hence there was no minimum age for consumption) and the alcohol content is typically significantly higher than here. In the evening in the Alexander Park in Saint-Petersburg it was common to see teens and 20 something’s absolutely trashed on beer - fights breaking out and the Militsiya/Politsiya wading in.
