If they accept the donation, then yes. If they take a look at a dirty or overweight client, and tell him they are not able to provide any service - and the chap doesn't lose any money over it, that's fine too.

However, I think its rare for an SP to send business that comes through the door elsewhere.

its quite simple actually.
