It would have been seen by the developer and printer and tons of people. To watch it, it could have only been projected, not every household had t.v's back then and there were no VCR's.

Also, this is the equivalent of porn, and porn was not invented until late 60's maybe early 70's and then I think you'd have to go to a theatre to see it so there would be no point making a "home video".
