It's terrible -- but even more so for so many other students who will go through their entire life without ever encountering an adult with the good sense to let them know early on that they are in fact a loser.

Yep.
I call it the "soccer trophy" mentality.
I never understood when my kids were growing up why all the children had to be the same. No winners. No losers. No MVP's. No brainiacs. No geeks. Etc, etc, etc.
Don't we learn as human beings from mistakes?
Don't we need a little controversy and pain in our lives to grow up?
Don't we need to break a few bones to understand not to climb the tree?
Don't we need common sense?
As far as the education system in Ontario - I had a conversation with my daughter's geography teacher last week (she's in gr 10) and he said that if she handed in all the assingments she missed over the term he would mark them and apply them to her grade. I responded by asking aren't there deadlines? He said yes but the ministry of education says that he has to mark it. I responded by asking well then why deadlines? He said the only answer he had was that he was told that was what is to be done now. So I asked then my kid can skip every class, show up for the final exam and pass it, then hand in old assignments and get the credit? He said yes. WTF?
In school I didn't achieve as many awards and trophies as I would have liked but I still had enough self esteem to throw away any trophies and award patches that said "Participant".
In an algebra test I once multiplied two scalar constants 13 x 13 and came up with 139. My teacher wrote on my paper, "are you insane"? I told him I must be. We laughed about it. I suppose if that happens to my kids now, then I need to retain a lawyer.

Losers aren't born, they're created.
Knocking a person down might make them stronger but it's more likely to create an angry person or someone who gives up on life.
It's more helpful for a teacher to offer constructive criticism or challenge them to try harder.
However, on the other side of the "soccer trophy" mentality, I still don't understand why most schools and teachers fail to grasp that not everyone is academically equally well rounded. That in fact, a great many people are much better at one or two subjects than they are at the others.

In my opinion, society has lost a certain amount of professionalism, and this is another glaring example.
Also..... when a kid is failing that bad, there are usually reasons... could be shit going on at home... teacher could think she really is a loser and isn't teaching her. who knows. The teacher here is the loser in my books.

I'll add to that. Did you know that in grades one to eight, a teacher cannot fail a child without asking the parents' permission first? Don't know enough of the details regarding the original situation, but in Ontario results like these (e.g. 20% on a test) are fully capable of happening. For the life of me I cannot understand why 'pass' a child who is not capable? Call me a pessimist, but is the culmination of this chain not a child in high school (where there is less personal attention) who is completely lost?

He should be terminated. She's a ten year old girl, in grade five. This is not just a momentary lapse in judgement. This is incompetence. A teacher who does not know why this is wrong is not fit to teach. A child depends on their teacher to provide helpful feedback to do better. If she got 20/100 on a test, it's not just her fault. It's the failing of her parents and teacher as well. To write something like that undermines a student's self confidence and self esteem, which has the potential to carry forward throughout life.
I really hate pieces of shit like this. Picking on a ten year old girl, because he was an incompetent teacher. Now this is in the States, but it demonstrates that the quality and level of teaching, and commitment to their students has fallen.
