So CRTC has lowered "proposed rates to be charged to smaller rivals accessing their services." but hasn't?
Both Teksavy and Start CEO's have hinted for months that their prices will go lower (both companies suck BTW)?? But Rogers and Bell threatened not to further infrastructure?
