Funny, I don't find Toronto's TTC stations grandios whatsoever. Quite the opposite in fact.

As to why it's so expensive to built transit infrastructure in Toronto, I will give you the top 3 reasons right off the top of my head:

Bureaucracy.

A huge need for it way back in the '80s. Thank goodness to those who had the foresight to build infrastructure before ('50s or earlier) it was even needed.
