I voted for Ontario. Whenever I'm in Toronto I feel like a kid in a candy store when it comes to SPs. 
From what I know, US SP's cost more then Canadian so why choose the US? So, even if it didn't cost anything to get there the out of pocket money for the service will still be higher in the end. I recall old posts here by Americans saying how good we have it up here. The real issue then is Quebec vs. Ontario.
If you do your homework on TBD, TER, and EROS, you can find plenty of good SPs in the US.
With the average price of Toronto SPs approaching $250+, I can see SPs in the US at the same price.
That's why I voted for Montreal, due to the lower price, $140-$160 and the selection. I'm assuming this is for a binge hobbying trip.
For regular, at-home hobbying, I'm sure you can find SPs at any of those locations.

I also posted this poll on the Montreal board. While Ontario appears to have a slight lead over Quebec on this board, the current overall results (i.e. including both the votes on this board and the Montreal board) are Quebec 31, Ontario 24.

Including the Montreal review board votes the count now stands at Quebec 51, Ontario 27 and USA 1. Only 2 people so far on the Quebec board have voted for Ontario.
Are we forgetting Vancouver? Plenty of gorgeous talent for a fraction of what it costs in Toronto. The USA still holds archaic attitudes about clientelle, that its OK to withhold services, upsell, manipulate the hour, and so on. and their prices are close enough that these antics wouldnt cut it in Toronto, Montreal or Vancouver.
I’m not currently hobbying with SPs. If I was though… Montreal all the way for me.
Montreal is a win, win situation IMO. Not only the cost is lower… there is nothing, and I mean nothing in the world can beat a true passionate Canadian French girl.

What about eastern block cities like Prague.... cheap and hot EE women.
Amsterdam would be good too but that's more for hash bar/SP/live sex show combos. Moneywise its a touch cheaper than Toronto.
As for Vancouver, its a bit cheaper in that you can get FS at MPs for a BS in toronto.
But all in all I'm quit happy living in T.O.
