With time during the day and without seeing an SP/MPA, where can a guy go for decent midday eye candy? Whether a mall food court, special coffee shop, store, etc. Not looking for 20 somethings. Someplace where a more middle aged crowd of women hand out or pass through.

Outside the Michael Starr building at the corner of King and Centre St's in Oshawa at lunch break, or for that matter anywhere near the four corners at that time. It can be a (pleasant) distraction when driving through the area at that time so you may want to park and walk. I can't speak for the other cities in Durham Region.
Ok. Will check out King/Centre this week. Is this the same as the 4 corners? I know there is a Tim Horton's around the corner that isn't as favourable. And the area east of that is kind of seedy.
I think he means one block west of the four corners, where the city hall is, just north of the library/art gallery.
Around the Starr building is a great place to sight see, the west side and south seem to be the best for this.
