I only raise the question because its being discussed over here by the American media and they make it out to be the worst thing ever. Just listening to Romey and PTI for example they make it seem like the Milan situation was the worst thing ever. Going into the stands and pummelling fans isnt exactly a model thing to do...I dunno

That's a tough one - I personally go with the Milan incident.

Although, I applaud the governing authorities in Euro soccer for their quick actions, not just to punish but to prevent further incidents.

I'd go with the Milan incident too since no player further stirred the pot as Artest and then the rest of the Pacers jumped into the stands. Plus throwing beers is quite different than flares. Nice punishment by the officials but what kind of security is there to let flares get into the stadium?
