What is the most populated city that is an anagram of its country?

So far I found Nari, Iran, with population 698 (from its last census):

In searching for cities in China, I found the city Achin:

But its population is nowhere to be found, which must mean that it is less than 698 (probably less than 100). Can someone beat population 698??? (Identical names are not allowed, simply to keep the game interesting).

I don't know, but I do know that the 2 largest cities in any country that are anagrams of each other are Tokyo and Kyoto.

No one knows off the top of their head. It requires a methodical search (what method is for you to think of).


I'm going to exclude Monaco City because even if Monaco, Monaco is really considered a proper name, we want anagrams that are not identical.

This was the method I used for finding such cities: Choose a country that seems to have a lot of anagrams. Then guess a name of a city that's an anagram of it and then check if it is in Google (as a keyword, or in the weather listings of the country, etc...). So I guess Nari, Iran and Achin, China, and they happen to exist. I tried Napis, Spain, but that doesn't exist. Once you find one, hope that its population is listed somewhere. I couldn't find the population of Rani, Iran either.

A theoretical answer does exist. And I doubt population 698 is it.
