Canadians cannot begin to fathom how much fresh and treated potable water we squander from waste, poor efficiency appliances, poor water use habits, etc.
Living in Australia , even on the east coast where fresh water was mostly readily available still opened my eyes.

Water on a personal scale, little is required. It's agriculture and industrial usage where commditizing water would hurt... except it won't because in cases of water scarcity the pricing mechanism is the best way to allocate those resources.
It really isn't an issue of paying for bottled water, if you want to do that, fine, if not, get a thermos and fill up from the tap. The amount you use for drinking, cooking and basic hygiene is small potatoes compared to other uses.

Certainly subject to the same laws of supply and demand, but humans don't need oil to survive - with the possible exception of MPAs...
