Well, it couldn't happen in Winnipeg - everyone knows Portage and Main is waaayyyy too cold for anyone to stand outside on.

Yes we all know there is no 'outdoor' crime in Winnipeg in the winter time. That's a given.

As an aside: I read a story in the paper a few years back where it was so cold in Winnipeg that the parking ticket guys were claiming that their pens were frozen and they could not write tickets so spent most of their days in coffee shops. So after much debate the city approved ordering all of them 'space pens'. Because they don't freeze. I thought at the time that was funny as hell.
