VOIP or other way to call Cuba on the cheap?

Was wondering if anyone could help me.

Friend calls Cuba and it costs her $0.75/minute. Ridiculously expensive, but shockingly this is the best price we could find.

There has to be a cheaper way.

I don't know much about VOIP - would this work?

Or does anyone know of a cheaper provider?

Some do (and for those we have a solution), but some don't.. I'm looking for a better way to contact those people without internet.

Many cubans don't have internet access, but if they have, they can not afford the internet. 2 pesos an hour and they make 1-2 pesos a day. For them the internet is very expensive.
Will you pay for 1 hour internet connection for your daily income?? You don't and they don't either. Otherwise I used skype and Viber and facebook call either in Cayo Coco without any problem. So best way if a cuban person open a nauta account and you can recharge the internet access through paypal from Canada. Then you can talk through the internet phone service with your cuban friend.

Thanks for the idea. I was hoping for a solution that would work through a regular phone line (on their end--here it doesn't matter if phone or Internet). The person in Cuba I'd like to call does not have Internet.

May be one day things will change in Cuba. Nauta account is perhaps the best right now.
