It is only an issue for the lazy ass independant fringe drivers who rather camp out in ottawa instead of backing up the rig and earning a living because they are afraid of a little needle.
The solution is to only work in Canada and that could happen but these are whiny babies making unreasonable demands, and they also want Trudeau's head. So it's really not about mandates anymore.
