If she works or makes any kind of money through social assistance, garnish it.

What cannot be garnished in Ontario?

Garnishment exemptions

These include: Employment Insurance payments, Old Age Security benefits, Pension benefits, and any disability benefits issued by the Workplace Safety and Insurance Board or Ontario's Disability Support Program. These cannot be garnished even after they have been deposited into a bank account.

What funds are exempt from garnishment in Canada?

Examples of funds that cannot be seized include employment insurance benefits, social assistance payments, income tax refunds and federal pensions such as old age pensions and the Canada Pension Plan. However, if the debtor deposits the money from these cheques the money in the account can be seized.

Both these statements contradict each other. In Ontario it says this money CANNOT be garnished even after they have been deposited.
In Canada it says "However, if the debtor deposits the money from these cheques the money in the account can be seized".

So not sure which is true.

Couldn't the landlord just shut the water and hydro off ?
No, besides this is a condo.
