General Igor Kirillov was in charge of Russia's chemical, radiation and biological weapons and appeared regularly spouting projection propaganda of how Ukraine was the one using chemical warfare. 24 hours prior, Ukraine charged him with the use of chloropicrin, a toxic gas that put 2,00 Ukrainian soldiers in the hosptal. He had already been sanctioned by the US, UK and EU (and others) for his orders to use chemical weapons in Ukraine.
