The United States at that time saw it's tradition of the rights of neutral nations as being of extreme importance.

The U.S. was upset by the Allied Blockade of Germany, but conducted far more trade with Great Britain and France. Further British interdiction was by surface warships under the Cruiser rules, rather than by unrestricted submarine warfare.
