Steven Guilbeault to leave the environment file, Marc Miller is out of cabinet entirely and Mélanie Joly will keep her foreign affairs post.

OTTAWA—Mark Carney’s new cabinet is moving several Trudeau-era cabinet ministers from their posts, the Star has learned.
Multiple sources confirmed to the Star that Steven Guilbeault will move from the environment file, while Immigration Minister Marc Miller and Health Minister Mark Holland, Procurement Minister Jean-Yves Duclos and Fisheries Minister Diane Lebouthillier are expected to be out of cabinet entirely.

Holland, who was first elected as an MP in 2004, posted a statement online indicating he would not be seeking re-election in Ajax.

“I will not be running in the next election,” he said. “It’s time to go home.”
Lebouthillier in a statement she sent to supporters called the new cabinet transitory.
Holland and Lebouthillier endorsed Toronto MP Chrystia Freeland during the latest Liberal leadership race.
Foreign Affairs Minister Mélanie Joly, who was meeting other G7 ministers in Charlevoix Quebec Thursday, is expected to remain in her post. Two sources also said that Steven MacKinnon will remain in cabinet.
Multiple sources confirmed the moves to the Star, but spoke on background because they cannot talk about cabinet moves publicly.
Carney and his new cabinet are set to be sworn in Friday morning at Rideau Hall.
Carney’s team has indicated they will have a much smaller cabinet than Prime Minister Justin Trudeau’s current 36-member team. Seven cabinet ministers have indicated they are not running again.
Guilbeault has served as environment minister since 2021 and was heritage minister beforehand. Multiple sources confirmed he would be moved from the portfolio, but did not indicate where he would be going.
Miller has served in cabinet since 2019, with posts at Indigenous Services, Crown Indigenous Relations and finally immigration. He is a long-time friend of Trudeau, having attended school with him and been a groomsman in his wedding party.
