Travelling to the USA - Passport?

Can someone help with 100% clarification that a passport is or isn't needed when boarding a flight to the US? That is, we may be taking a flight to Florida boarding in Buffalo and therefore travelling from Toronto to Buffalo and then taking a flight to Florida. Obviously when travelling to the US you only need government issued ID but wanted to know the policy for travelling by plane if a passport is needed and what id is needed when travelling via the Airport.

Passport is not required. You need proof of citizenship, such as a birth certificate, and you need government photo ID, such as a driver's licence or health card.

True up to December 31, 2007. On Jan. 1, 2008 you will need a passport to do this.

On Jan. 1, 2007 (ie. about 8 months from now) you will need a passport to fly from a Canadian airport into a US airport.

If you have a passport, it is best to bring it. It will cause the least hassle. I've never had a problem with my passport

I've never really understood what the big deal it is about getting a passport. Is it the cost, the hassel with getting people to vouch for you, or what? It makes things so much easier for any travel.
