The culture of passive aggression in this country is second to none. I promise you the person who wrote this letter probably gives this family a polite smile when they walk by with their dog.
I remember years ago the guy who parked next to me at my condo left a nasty, angry, profanity-laden note on my windshield complaining that my little compact car didn't give him enough room to get out of his SUV. I guess he was new to the building because we'd never seen each other before. A couple of days later we crossed paths when we got to our vehicles. I'm in no way a threatening looking guy, and I very politely introduced myself and brought up the note to see if we could come to some sort of agreement. The guy blushed with embarrassment and started stammering like a fool. At any rate, there was never another issue between us.
Bottom line: don't leave anything in writing you're not prepared to say to someone's face.
