I'd be interested in people's thoughts on this.

Myself, when I first saw it, I thought it might have something to do with fraud, as there's been a lot of fraud with respect to certified cheques in recent years. I was floored to discover that the motivations behind it were to target "money laundering and terrorist financing." Do you think there's a lot of that going on?

But the financing of one terrorist cell could be catestrophic. Money laundering isn't very common either, but it is illegal and most governments are willing to take strong measures to put a stop to it. Due to the amount that raises concerns ($3000, also an important threshold amount in the US) most people will experience little or no actual impact. Once everyone is used to it, though, they could ratchet down the amount until big brother is looking over your shoulder just about every minute.

Then again how difficult is it to tell Canada Post who you are and who the payee is.

Once again it all goes to how this information is used. For purposes of an Governor Spitzer type sting (leaving aside what to me is the crucial issue in that case, his massive hypocrisy and the difference between U.S. and Canadian law), or to prevent terrorism.
