That decision was ultimately made by the state Health Secretary Dr Rachel Levine. At the same time Dr Levine's 95 year old mother was moved out of the system. More than 70% of all the deaths in the state have occurred in these long term care facilities.

As much as this is true, it's hard to fathom what these State health departments were thinking at the time. This isn't even Monday morning quarterbacking. Reports out of Italy were the virus viciously attacks the elderly. (Don't get me started about what we learned and didn't learn from China.)

My only thought is that they bought into the panic that the hospitals would be overrun.
