My bet is on another unqualified white guy... Edwards, Kerry (still unelectable), Gore (dont bet against him). The only reason Bill Clinton doesnt run again (he can you know, he's eligible) is because his wife would beat him to a bloody pulp.

The majority of voters do not understand policies, who enacts them, who passes them, who is responsible, how does it affect me etc... House, Senate, Congress, what the hell is all that.
So, for the majority of people it was 'we don't want another 4 years of decline'. And, by decline you can describe just about anything, financial decline, housing decline, employment decline, real wages decline, war decline, infrastructure decline, you name it.
Even though I think John McCain would have done much better than Bush unfortunately that doesn't count during an election.
