Streaming music help !

I don't know a lot about it, but assuming your tv has external audio inputs you can buy a relatively inexpensive bluetooth receiver, connect it to your tv's audio inputs, and stream the music that is saved on your phone to your tv via bluetooth.
My son did that to stream music from his phone to his stereo system with excellent results.

The prices on Amazon are cheaper for identical Bluetooth receivers but unless they’re available thru Prime, they’ll take 2-3 months to get to you. I’d go with Best Buy if I were you. Really miss RadioShack 
A free option to stream music would be Plex but then you’d need a device hooked up to your TV that is able to have Plex running on it.

You are trying to stream to a TV?
I mean the simplest answer is to install iTunes on the TV set (like 99% of TVs sold in past decade are Smart TVs...)
Assuming the TV is much older and does not have the ability, why not just buy a cheap receiver (eg Chromecast works with Apple)
I'd point out the odds of your TV having great speakers is pretty close to nil and you would be far better served just buying a really good speaker set with Bluetooth however

This does not directly answer your question, but I offer it as a possible alternative. Would a Bluetooth speaker achieve what you want?
I recently acquired a JBL Flip5 (about $140) and it plays all the music on my phone and sounds decent. If you get 2, you can set them up to play either mono or stereo. It's portable so I can take it with me anywhere I go.

As long as you have an HDMI input on your TV, you can buy a Roku Box for about $50.00 and turn it into a smart TV.
You can access all sorts of apps (music and otherwise) that you can keep for free or pay for, if you wish.
Make sure to connect your speakers to TV and get proper sound.
