I think what it looks like depends a lot on how much of the population supports it. The Troubles if it is a large enough population, more like FLQ otherwise.

The Troubles is (was) an oppressed indigenous people (Catholic Irish) trying to expel a foreign occupation force (Brits). It resulted in freedom for all of Ireland except Northern Ireland. When the IRA took the fight to the homeland of the foreign occupier it resulted in the Good Friday Agreement and power sharing and more rights for the oppressed Catholic Irish.

The FLQ was trying to separate Quebec from Canada, not to expel a foreign occupation force. Canada (unlike Lincoln) does recognize the rights of a people to secede if that is what the majority desires.
