The presence of "luck" has nothing to do with how the game was played - that is, I'm not saying they got lucky because they won but were outplayed - I'm saying they got lucky BECAUSE they outplayed what is a superior team. (Although, since Iraq hasn't played much in recent years, this judgement may be premature.)

In soccer, as witnessed by the Eurocup, most of the teams qualifying for World, South American, European or Olympic competions are capable of winning over any other team, if they have a good day and the other team has a bad day. That is one of the charms of soccer, luck has a place in the game,no best of 7!

In the end, though, the best teams are more consistently winners.
