Three weeks later, the department received a request for a phone follow-up with the Ukrainian prime minster. That phone call was from the Russian idiots mentioned in the article.

Perry IS pretty stupid. He's the dildo who said that he had three major planks in his platform when he ran for the GOP presidential nomination and then..... forgot the 3rd plank on live TV. Now that IS really, really foolish.

To be fair, I see NO redeeming qualities in DWS. That hair and the gob in the corners of her mouth really tick me off.
Being a bad candidate or a candidate I'd never support doesn't ipso facto mean they are actually stupid.

Arguendo, it's hard to imagine a smart man making that mistake. One assumes a smart man - even a nervous smart man - is sufficiently involved with his own platform that he can describe it and list its points. After all he's supposed to have worked on it and made it his own work and he's - supposedly - smart.
Now I may have omitted a detail or two in support when outlining an argument to the Bench. But I don't believe I have ever actually forgotten a main argument, even when very young and inexperienced. And Rick Perry was neither.
Ergo, Rick Perry is a stupid man.
Updated reports are now saying that the pranksters engaged Perry FOR 22 MINUTES!!!!! without the idiot guessing that it was a prank phone call. (LOL!) Now any of us could be fooled for a minute or two. But 22 minutes??!! What TF did they talk about and why couldn't Perry guess that he was being taken??!! That is a very long conversation.
Such "pranks" are always helped along when the person being "pranked" doesn't speak the language of the other party and it is supposedly all being translated.
Well if you want a prank that a great many people fell for look at Sasha Cohen and his Borat movie. He no more looks Kazakh than does Donald Trump, yet I've never seen a report of anyone having said to him you aren't Kazakh, or speaking to him in Russian or Kazakh and when he couldn't speak either language saying you are a fraud!
That is because very few people know what or who a Kazakh is. Unless you are familiar with the former USSR countries - and few are in the west - who would know what he was really supposed to be??
Oh Boy, Perry would be a sure victim of calls from "Microsoft: your computer has a problem....."
