It's all about flagging. These Shadow fleet ships are pretty much transitioning from Iran, Venezuela and Russia to various buyers. Mostly very old and in ill repair. We don't actually I think have much in the way of flagged tankers. It will force tankers to fly legit flags, and suddenly have to come up to safety codes and employment codes if this gets out of hand.

I think they let the crews go. Deport them back to whatever country they are from. Officers may be subject to penalties depending on what they do. But I think generally they will let them go too. The target is the ship and cargo. Charging crew doesn't matter.
I'm on the fence about this. Many of the ships are floating environmental disasters waiting to happen. And are arguably paying for bad things.
But more so I wonder if this is a further breakdown of trade to happen. Could container ships be next?

Won't even have to sink the ship, just a small explosion to cause a hole on the side so that crude spews onto the coastline as the pirates bring the ship in. Just a few billion in ecological damage.
