Because..

...escorts in this town are licensed by the city....and the cops around here crack down heavy on the massage parlours and strip clubs, so that guys that want to get laid,or other sexual activity use the escorts...more a tax grab than anything else. But I can tell you that the strip clubs and massage parlours here totally suck...

Plus the young hotties aren't dumb...they take off to Toronto where they can work as an escort with no license and see many more clients. Seems like the escorts I have seen in Windsor all have young kids they are raising...maybe that is why they are still in town and haven't left for the big city.
