SAN FRANCISCO (AP) -- A measure that aims to keep prostitutes from facing criminal charges has qualified for the November ballot in San Francisco.

The measure would bar authorities from spending money to investigate or prosecute people for engaging in prostitution.

The measure, which qualified Friday, would also end a local program that allows those caught soliciting a prostitute for the first time to avoid charges if they attend a class and pay a fine.

The Erotic Service Providers Union recently gathered the 12,000 signatures necessary to put the measure on the ballot.

Mayor Gavin Newsom says the measure would hurt the city's ability to investigate and prosecute sex-trafficking crimes.

At least someplace is starting to see the light that it takes up too much court time and expenses that could go to investigating more serious crimes that need to be stomped out immediatly. I do not think that a change to this law will bring about way more prostitution as most now prefer the safety of the internet anyhow. The only ones who choose prostitution imho are the ones who would do it anyhow no matter what the laws were. The ones they should be concerned about is under aged minors that are doing it against thier own free will or are being used for somebody elses gains.

Half the time at least I think all they are doing is giving girls criminal records when they are down on thier luck ie.. needing to support loved ones or pay for schooling and making them attend programs that are not going to really influence them if it is something they need to do to survive.

eg. a girl attends school for many hours in a week and cannot get financial support from family and also has loved ones needing her support so she needs to do something. The courts have her attend this thing taking more of her time she starts going to school more tired and/or dropping out and further ruining her future. Good going

As many say it is NOT a justice system it is a legal system. Nobody looks into each case with a heart and a concience it is just following a book and each individual gets painted with the same brush.

I am sure there is the odd exception to the rule of ones who love sex too much or love the easy money or love different companionship and would not like to be barred down with the same man all the time. But, non the less I am sure a well to do woman living in the lap of luxory or living comfortably and happy in her home life with her sex life with her husband and all is not going to be the first to start posting on these forums.

That said if there were an increase with the change of laws the increase would be very minimal imho.
